This textures organizer is based on that of "Canis Canning" that you will find in his shop full perm and without category and may be enough for you:

So I changed it to include 20 customizable categories. The textures organizer is only 21 LI instead of more than 80 for a prim equivalent.
To change a category:
1) Edit the organizer,
2) Click "Edit linked,"
3) Select a cell on the right,
4) Enter a category name ex: STONE. Be careful not to have the same name several times,
5) Select "Content"
6) Remove old textures if necessary. Be careful not to erase the script @AC Move textures,
7) Put your textures,
8) If you've changed the category name, make a "Reset Script."
And that's all.
The buttons:

I: : information about the current image,
Small squares: Unique image or mosaic,
Square: Black, White, or Transparent Background,
Trait: Access configuration: Owner, Group, All
