The City Skybox is 100% mesh and as it is has a land impact of 3.
The perms are MOD and COPY, (the scripts are no mod which will make the prim appear as no mod, but you can modify the build, just not the scripts). I always suggest you keep a copy in your files before attempting to do anything to the build.
The build is 18 m by 18.5 m, consisting of a modern room with baked walls and a panoramic city view.
