There are 3 different boot options here.

1st is the complete Boot

2nd is the Boot Foot Only part to be worn with Jeans and Pants that are not boot cut, this is to make the appearance of wearing a full boot under jeans & Pants.

3rd is the Boot Top which can be worn with the Foot Only part to complete a boot, this is best used when you need to make the boot fit some avatar shapes better than just using the full boot.
