WELCOME MAT -"Too much information" V1(DB)

How to Use:
When you walk over the Mat it will play a bit "That is too much information, Now I need to wash my eyes out with soap". It will say in local chat "That is too much information!".
To prevent "spamming" the rug is set to remember the last avatar passing, so not to set off the rug again another avatar must pass over the rug before you can get the message again.
