If you plan on using this for a physical vehicle, consider your options. The bounding box is strange and not even round and definitely doesn't follow the shape of the prim - you'll need to leave this prim phantom and use something else to rest on the ground. It does rotate ok.

I was using this for a petite build and the wheels are to thick at the size I need them to be. Seems to texture ok.
