This does all things a good complaint box should do. It receives notecards, notifies users if they submit more than one notecard at a time, it deletes the extra notecards and notifies the user that it only accepts one notecard at a time. If they try to submit non-notecards it deletes these items and notifies the user that it can only accept notecards.
If a user drops a single notecard complaint it informs the user that it has been filed appropriately, when in reality it goes to where all complaints should go -- it is deleted.
