This is Cam Scan - a camera scanning HUD. Click the hud and it will scan the local avatars and pan to view them, automatically.
The camera will pause on each avatar for about 5 seconds before panning to next avatar.
Username of avatar is given to hud owner in local chat and also in hovertext above the hud.
Click the HUD at any time to stop on an avatar. Click again to complete the scan.
The hud appears lower right - ish of viewer screen. To adjust the huds postion right click it and select edit. Then use the arrows to position the hud where you want it. It will not affect perfomance.

Note: 16 avatars max scan. If an avatar moves post scan it may not be seen during pan.
