[eXe] Managers Help Message Panel

In Rentals, Shopping, and Event areas, customers or guests may want to speak with an authorized person about a question they have.
When they click on this Help panel, they write and send their message.
All managers added to the configuration notecard receive this message.
An available manager can have a remote conversation with the avatar or click on the link in the message to go directly to the avatar for a conversation.
