You can use it at your skybox or land. You can use it off-sim by linking it to an on-sim root-prim.

When you change the size of a mega prim it will collapse down to less than 64 m. You can resize the collapsed prim to a max size of 64x64x64m = visible 32x64x64m.

Ensure to rez a copy and probably the mega prim will rez high above you in the sky.
