[poi] Rideable Teleportal (RTP) System v.1

Hello! Have you ever wanted to ride your horse (or other vehicle) directly into a portal, and you AND your horse be teleported? Well look no further, here's your solution!

This is a simple, quick, and efficient portal system for use with rideable vehicles and mounts such as cars, buggies, scooters, bikes, or the best of all, Teegle horses. My hope is that this system will allow for immersive and seamless riding in sims that are built on multiple levels!
