This is 4 regular prims built aquarium, include flexy, plant, bubbles, and 3 fishes with animated water. But it cost only 2 prim for yours land, that is why it names 2LI prims, No temporary rezzers, No meshes, just regular prims in Land Impact system. Only 2 prims from yours land.
Were build during Builders Brewery group lesson (the famous and biggest builders group in SL). I did not listen teacher just build self, so it different from that she teach.

* Yes here you can see a trick that allows to use full bumping/glass effect on transparent texture in SL.
This effect worked far ago, then it was not, and now it again possible but only if yours graphics set to highest settings (not really highest required just Advanced Lighting Model must be enabled). Without this it still looks nice but no any reflections. You can compare difference first and last pictures, first is ALM on, last is ALM off
