This an Environmental Enhancement Project (EEP) Sky and Water for all compatible viewers.
This Windlight (WL) comes with separate Sky and Water, use them both in combination to achieve the pictured look, or mix and match different ones at your hearts content!
You'll get several different versions of this Windlight so you can use the one that'll personally like best.

How to use them?
Couldn't be simpler, from your inventory right click on the file and choose either "Apply Only To Myself" or "Apply To Parcel."
Apply Only To Myself: Can be used anywhere at anytime, but it'll be on your viewer only.
Apply To Parcel: Use this to apply it to a parcel (if you have land permissions) which then anyone using the Shared Environment can see!

How do people use Shared Environment?
There are several ways to set the viewer WL to the Shared Environment, perhaps the easiest and quickest way, in the Firestorm viewer, is to use to quick preferences and click on the X button next to Personal Light, as you can see here:

Doing that sets both the Sky and Water to the Shared Environment so you can see the WL the land owner put there.
