Click on staff to access menu to toggle snow falling, snow accumulation on ground, staff particle effects, sound effects, and option to delete snow from ground. When "Light Ground" or "Heavy Ground" is selected, snow will accumulate on the ground every 15 seconds, lasting for 3 minutes.
You MUST have building permissions on the sim for snow to accumulate.
