I call it a 'Hypnotizing Device', because it's quite mezmerizing to look at with those flashing lights, but frankly, I don't know what the hell it is!
But it sure looks good on the coffee table.

Very cheap, great quality and only 1 prim.
You can also call it a beacon for sci-fi stuff, even a probe or a sensor to be left on planets.
