tl;dr: HUDs are supplied to apply the materials, but loose textures, even set to no transfer, will not be provided for you if you do not have one of the listed bodies.
these were exactly what i was looking for, but unfortunately i can't use them.
if you're expecting to be able to use the materials outside of any of the listed bodies, look elsewhere. they are packaged in body-specific appliers, and are not accessible to apply to any other body. loose textures, even if set to copy/mod/no transfer, will not be supplied by request, either. so while the tattoos may fit your body, you will be unable to use the materials to really make them pop.
leaving my rating at 5 stars only because i suppose it was on me to contact seller before purchase if that was going to be the case. i think mentioning this very clearly in the listing would go a long way.
