Add/wear your item and activate the 3 gestures; it appears (bento lips animation & particles effect)
only while you are talking in the general voice chat.
Be sure "Move avatar lips when speaking" is active
(Me, Preferences, Sound & Media, Move avatar lips when speaking.)
