This is a Confetti Popper, that can be used on different events, especially weddings.
This pack of items is transferrable and has 10 poppers inside. So you can supply confetti to the wedding guests. You can just hand it around at the event.

in the local chat.
By typing

poppers owned by others will also obey the command with a small random pause.
