An animated neon texture on a prim with transparency. Low landimpact and great visibility from a distance.
In the animations the balloons float up and down.
You can adjust the speed of the animation by changing the number in the description field of the neon (1 slower up to 50 very fast), then cllck it to let it pick up the value.
