Drag the script into a prim
Click on it to enable or disable(only the owner can)
Put in the description of the prim:
1) the intensity of the glow
2) the flashing interval
Separated by commas
example:0.20,1.5
The owner of the object receives a message in local chat to warn if the neon is on or off
