Parlorista Eyeliner 1
I think it is not meant for normal skins but works very good with fantasy skins. I bought it for my grey drowess avatar and to match white lashes. It is tintable, so you can use it for red, blue or green skins. There are better eyeliners at the Marketplace but not tintable and not for that price!
