Whats is ?
When touched, it will pop up a dialog in the upper right corner and list the website address, a custom message, and the object/owner that it came from. Notecard setup for URL, message that goes in the blue dialog popup, and optional hovertext.
13 textures are available: Twitter,blog,facebook,flickr,google+,mail,pinterest,plurk,secondlife,skype,tumblr,wordpress,youtube.

• URL: sets the website to direct the person to, it must start with http:// or https://.

There's no notecard to setup
The description says "Notecard setup for URL". There's no such notecard, you have to edit the url on the same script. You can get that from free on the wiki of lsl.
