This is a tracker HUD which informs you about the online status of an agent on the grid. You don't need the person to be on your friend list, and you can see the online status even if the agent has hided it to non friends.

Very easy to use and works perfectly. I had trouble with online stalkers (isnt that ridiculous!) and this helped me know when they were online so I could avoid them. Worked GREAT! Definitely a great deal and have bought this for many of my friends. Highly recommend.
