This Neon Sign Pack from Tokugawa includes 3 unique signs, with flickering and sound effects that can be modified or disabled using the built-in dialog menu. Users can adjust the frequency of the flickering effect and the volume of the sound effects, both of which can also be turned off entirely.
Two versions of each sign, a High-Poly and a Low-Poly mesh are included. The Low-Poly meshes are less smooth and a lower land impact as a result.
Land Impact will change depending on the size of the mesh, LI values for the default sizes are listed below.
"Food" Sign: High - 4.LI / Low - 2.LI
"Sushi Bar" Sign: High - 5.LI / Low - 3.LI
"Noodles" Sign: High - 8.LI / Low - 5.LI
Each sign features Copy/Modify permissions with 2-4 color groups (faces) per sign allowing different parts of the sign to be colored independently, which can be done using SL's built-in building tools. Glow, specularity, scale and other details can also be modified by users familiar with the building system. The included scripts are No Modify.

These are very well-detailed and look like the real thing. At this time I am prim poor and so I'm using the Low Poly version at 3 prims. It looks great.

Item had a high land impact, which was not originally displayed in the product description. I purchased the item based on the obvious quality and wrote a review which expressed my misgivings about the LI. The creator reached out and explained their reasons for not initially showing the LI, and then modified the details here to show the base LI for the product. Good on them for this. Item is mesh and 3 dimensional.
