Your personal weather-maker.

Pet rain cloud follows you or another avatar by spoken command.

Rain, cloud, and lightning effects can be individually switched on or off, or all on/off.

Option to turn on lightning strike effects
- smoke from ground near lightning strike
- health damage

Note:
* Cloud is meant to be rezzed, not worn. Rezz permissions on land required
** Health damage from lightning only in health enabled zone

V1.2 slight update to the follower script so that even if the owner tps to somewhere further than 100m but within the same region, the Personal Weather Maker should be able to find you.
