For sim-wide coverage area and lightning strikes from 180m cloud height to ground, please consider the Mega Weather Maker.
Note: The height of the clouds / emitters is limited to about 10m above the control panel. So you would need to manually adjust the position of the emitters or move the control panel higher if you wish the emitters to be at a higher height. For much higher range of heights, the Mega Weather Maker has a SetHeight function where you can set the height through a menu.
For a small cloud that can follow you, the Personal Weather Maker is available.

This is the best weather system in sl . Easy to use and has many options . The sounds too are so real . i spent hours enjoying the rain and Thunder storm . It can be so helpful too for Users who Make Movies in secondlife . its the best for Horror places or old castles .

Absolutely the best!
Over my years in SL, I have bought many so-called weather machines. None can hold a candle to this one. This is by far the very best I have ever used or seen. Combined with the extra Ground Cover Rezzer, it gives even my little 32x16 skybox plot total control over its climate, in the most realistic way I have ever come across. The rain looks and feels ... erm ... well, wet ... the snow falls and covers the ground (with the additional rezzer) and makes you feel like breaking out in a snowball fight ... the thunder is amazing ... the sound effects are perfect and, best of all .... you can set it to automatically change the weather, making you head for cover when it pours!
The HUD option is a stroke of genius. It means I can hide the panel so it doesn't spoil the landscape, but still be in total control of the elements :)
Last but by no means least is the customer service. Grace was an absolute gem throughout, helping me with the settings because of the size of my very small plot.
If I could give this item and its maker a 10-star rating, I would. I absolutely love it!!!
