This object contains a full permission script for Estate Owners.
This will let the estate owner (sim owner) add and remove admins for the sim/region.
The admins added to the object can then manage the Access and Banned List for the region with out having to be added as estate managers.
Note: You must be the region owner for the script to work.

so all you need is for one estate manager to put out this script, then normal people without estate manager rights can use it once they have been added to the script as admin through the menu interface.
estate owner rights are not required for this.
