The Badge should be attached to your spine (just hit "Add" from your inventory once unpacked), and the Badge Clip should be attached to your pelvis. Everyone is different, so you will likely need to adjust the position, rotation, and size so the badge sits properly. I recommend rezzing a spare copy to resize in case you mess up.
