All you need to do is put the base of decoration down where you want it,
In max 60 seconds your decoration will apear from the base and wont shimmer or flicker.
IMPORTANT NOTE:
If you want to replace the decoration (fires, birds etc), you ONLY need to take the item marked as BASE
The items left behind by taking ore removing the BASE will dissapear automaticly, if you wish you choose to delete it aswell.
If the items dont dissapear within 60 seconds, you probably didnt pick up the base of the decoration.
