Nice quality and full perm as stated!
I was a little concerned at first when it said full perm but in the contains it only said copy, however I decided to take the chance and can confirm it IS full perm (the box its in is copy only).
As for the pacifier:
It sadly does not contain any texture maps or anything, so creating a specific design will be a little tricky (best to use trial & improvement with local textures to save uploading costs until you have your desired texture design), however this is only a minor issue as this has three faces you can color, however a texture can only be applied to the guard, the ring is super zoomed in so even with a busy texture it will only display a color (I am not sure what causes this).
Additionally at its default size this only has a land display impact of 4 prim's, just in case you are thinking of using one for decoration.
Overall I think this is very good, the price is great for full permissions and the issues I mentioned don't bother me enough to give 4 stars or less (4.5 stars maybe but personally happy with 5).
