To Use:
Rez, then click to start up.

In hover Text it will show the Region Condition Heath using :
AWESOME, TRANSCENDENT, ATHLETIC, HEALTHY, AVERAGE, ILL. DYING, CRITICAL, or DEAD.
This is Based on the Region F.P.S., Region Dilation and Number of Agents on Region which are all displayed as well.
You can click again to disable the Hover display.
The Grid Status runs all the time. It will send you an Direct IM when the Grid Status changes in your local chat.
