[HeZ] Monitor Picture Viewer

This is a picture viewer that looks a bit like a TV with bad reception.

It can be seen in game at HeZkeZl Industries' Showroom

* It will cycle through pictures, or display them randomly.
* The static can be turned on and off.
* The Length of time a picture is shown is user configurable
* Menu Driven (except for changing the amount of time a picture is shown - which is a chat command).
* Just put your images in the inventory of the viewer, and it will automatically detect them and begin displaying them.
