The purpose of the monitor is to watch for new Fennux™ Crafting Recipes and notify you via IM and/or email.
The monitor scans the area (within the "Range" setting below) for Fennux Recipes being dropped by Fennux. It scans every 15 minutes, and as it finds new Recipes, it notifies you via IM and/or Email. It keeps track of them, notifying you only once and only on new ones. As follows:
