Combat 2.0 Medic HUD

How does it work?
- Attaches to your Center HUD
- Draws pings over avatars whose health is less than 100.0
- Allows you to heal avatars simply by pressing the ping icon above their heads
- Plays small beeping sound to indicate there are patients who need heals nearby

Notable Features
- Totally full perm, including scripts, assets, animations, textures, and sounds!
- Pings are color-coded based on severity of patient's condition
- More red = More hurt
- Only scans avatars within 50.0m of yourself and will only scan avatars within the same region as yourself
- You can heal yourself and it comes with a fully prim medic outfit for you to wear and indicate your position as a medic on the combat field!

Notable Issues
- Must be attached to HUD center!
- Must be in the middle of screen (0,0,0) with all rotations on all axis set to 0.0!
- Could use optimization!
