This is a Buoy that will rez off-sim ships. These ships will fade in, sail the length of your sim then fade out again.
There are 4 different boat types with some color variety among them.
The rate at which boats spawn is adjustable to make you water seem busy or to just have the occasional ship sail by.
Note: These are not functional or drivable boats and cannot be sailed by avatars. They are for viewing only.

This does not go "off sim". It goes on the edge of the sim and the boats are then rezzed right at the sim line which only works if you have submerged some of your land in that area.
