Like every other offsim item, this pier takes advantage of property on the edge of a sim that has no adjacent sim. Normally in this situation, SL paints ocean in these places where "There Is No There There". Some of us refer to this as The Void Sea. If you are fortunate enough to have shorefront property of this sort, it is possible to hang items (like this pier) out over the edge. This makes your property seem larger and improves the view. (The prims used to make these offsim items still count towards the total number of prims your property supports). This is sometimes called a sim extender.
The edge of the sim usually starts as a flat sharp edge a few meters above the Void Sea. You can improve this by pushing the edge underwater with terraforming tools, but this uses up some of your valuable real estate. Instead, this pier is designed to mate up with the sharp flat edge and visually extend your property up to 40 meters offshore. This works best on the edges of flat parcels, but can be adjusted to work with some variation in height.
Besides making your parcel SEEM larger, this pier actually allows your avatar to use the extra space! You can jump off-sim onto this pier and hop around out there! You and all your friends could have a party on the Void Sea. To jump offsim, you must first right-click on the pier and select "sit here". Your avatar will jump onto the edge of the pier. Then you can click anywhere (withing 16 meters of your last location) on the pier and your avatar will jump to that location.
Normal items in SL cannot be placed offsim, so you cannot just place them on this pier. However, this pier also works with Ocean Enginering compatible Offsim Beach Toys (and Snow Toys). So you can add beach chairs, umbrellas and other items as they become available. If you are a builder, the protocol and sample build for making Offsim Beach Toys is available for free. Send an IM to Kayaker Magic for more information. To get you started, I'm giving you a free offsim beach umbrella (3 prims COPY). Rez the umbrella near the edge, it will move offshore. Click on it, then a spot on the pier, it will move itself to that new location offsim.

Controlling your Avatar on the Pier:
You normally cannot walk off the edge of the sim, so you should not expect being off the sim will work exactly like walking on-sim. The only reason you can be out there is because technically you are sitting on a part of the pier just onshore. Right-click and 'sit' on the pier to start jumping off-sim. Once on-board a single left click will cause your avatar to jump to the location you clicked on. Every time you jump in this manner, your avatar will turn to face in the direction you must moved. The jump or page-up control will make your avatar jump in place. The turn right or left controls will turn your avatar slowly while rotating the camera viewpoint. To turn your avatar without rotating the camera view, use the move left or right controls. While on a jump-off-sim object, you cannot walk your avatar forward, backwards or side to side. You must jump to new locations. If you press the standup button at any time, you will be quickly teleported back to shore and out the jum-off-sim mode.
Lag Issues:
The pier is a non-physical object which is naturally low-lag. The dialog is zero lag when not in use. In order to allow multiple avatars to jump on it, the pier must rez another prim for each avatar. These extra prims sometimes hang around for a while, but are guaranteed to remove themselves when all the avatars jump off. If you disable jumping, the total number of prims is reduced by one more.
