Work around implemented to fix issues with avatar display names.

Extend the chat range of everyone on your parcel
to up to 9999 meters.
FEATURES:
- Requires 1 LI per avatar on the parcel.
- Chat range up to 9999 meters.
- Seamless (no messages or dialogs).
- Limited to the parcel.
- Low lag!
Important note: Requires rezzing rights or group build in case of deeded land.
