The flags are bright and fun, and the dance is pretty entertaining too!
In response to the other comments: when you equip the right flag (sound or no sound) there's a line in Nearby Chat telling you to use "on" or "off" to make the dance/music play (just type these into Nearby Chat). I was also confused by this for a bit; a notecard might be easier.
But that aside, a fun gift.
