This is a texture only. Apply it to a prim and adjust the transparency to your desired level.
Note, following up on the comment left on the page here, I went back and make the item "full perm" (and forwarded a copy to the commenter :). There should be no issues with using the file anyway you want but please don't give it away.

You can't use it for anything but looking at. It won't show up in textures. I love the look but it is not useful.
