The skydome is rezzed from a Hud. Add the hud, fly to center of parcel at desired height, then click the hud to rez the skydome and scenery around you. The Skydome is scripted. Say 'Yes' to the perms request to unlink the water so you can enter it. Once rezzed there is a 30 second wait before the hud can be used again. This is to prevent accidental multi rezzing. The hud hovertext will keep you informed of status.
