[bs] Target+ 1.3 Version 1.4

- This product is now free and transfer as well as got an update. Thank you to everyone who supported me.
Changes for 1.3
-Target is now free/transfer
-Some memory optimizations (400kb to 160kb)
-Fixed a possible group bug where the name was to long for the menu resulting in an overflow.
-All scripts are now compiled as mono.

This is a continuation of my free target (available at https://marketplace.secondlife.com/p/bs-Target-10/5390066). It is designed to help gun makers see all the information they might need to test their creations as well as help gun users see differences in their various purchases.
