These drapes retract back and forth across the window. The device also switches between blue opaque drapes and white curtains that provide a semi-opaque appearance. In both instances, the drapes or curtains appear to move as they retract and extend from the edge of the window.

In particular, the item provides a window treatment for individual windows with only a single prim required for each window half. Specifically, apply the device to left and right halves of a window to create the appearance of drapes/curtains that retract from the center of the window when opening the drape/curtains.

The item includes a script to switch between blue drapes and semi-opaque white curtains. Click on the window after applying the prim and you are presented with a menu for six choices (see last image):

In particular, the item provides a window treatment for individual windows with only a single prim for the window. Specifically, the item includes a script to switch between closed blinds displaying a bamboo image and closed blinds that are horizontal for some visibility. Click on the window after applying the prim and you are presented with a menu for seven choices:

(1) Open/Close;
(2) Opaque;
(3) Semi-Opaq
(4) Tinted Glass;
(5) Opacity;
(6) Clear;
(7) Reset

Open/Close means retract the curtains or extend them if already retracted. Opaque means green drapes will be shown. Semi-Opaq means that semi-opaque white curtains will be shown covering the window.

Tinted glass means a dark glass will be shown on the inside, with glass block on the outside. Opacity changes the transparency of the curtains and tinted glass through four different levels, but only on the inside. Opacity stays the same on the outside for privacy. Each time Opacity is clicked, the transparency is increased until maximum is reached and it starts again from the beginning (minimum transparency). Clicking Reset will immediately set the transparency back to minimum. Clear means a transparent texture is shown so that the window appears open.

The curtains may set such that only the owner may operate it or anyone may operate it. By default it is set for anyone to operate it. To set it so that only the owner may operate it, edit the switcher click the content tab and edit the notecard entitled "Application.Config". In the notecard you will see the line "anyone = yes". Change yes to no and save the notecard and the switcher thereafter will only allow the owner to operate it. It may be switched back at anytime by changing yes to no in the foregoing line of the notecard.

The color of the blinds for the semi-opaqe setting may also be configued using the notecard as well. White or light green seems to work best, or light blue. See the examples in the comments in the notedcard in the switcher to select the color of your choice.

Curtains can be set to operate together on separate windows so that the blinds on each window will operate simultaneously. Use the notecard to cause operation of one curtain to simulataneously control operation of a curtain on another window. This is the default setting.

Regarding permissions, the prim may be modified and copied, but the script is copy only and cannot be modified. So ignore any indication in your inventory that the blinds are no-modify and resize and rotate as you wish when applying to your windows.
