The signs itself are not really with 3D effect
The stuff is made from prims. But they are copy/mod so you can fill the sides with a bright or metal texture and make the sign more thin that you get a 3D effect. On front and back you find the police textures.
If you would have the Police textures and maybe other textures like metal texture you could make that signs yourself with few building skills in sl.
Anyways - you can do something with it.
Problem is a no mod and no copy flag transmission script in the signs so you can't copy them before you have deleted the script in the signs.
The metal texture of the sign pole is not the best but if you do not look to closely it is ok.
Will see if I would find a better metal texture but at the end it is not the sense that you have to do it all yourself.
People with less basic building skills in SL might be at a loss to tinker with it all.
But there are also enough people for whom details are not so important and they will probably be very satisfied and would give 5 stars.
