This jokes and quotes script works exactly like you want.

Put this script (and the associated 'quotes' notecard) in any prim, and you're done. Jokes/quotes are said in open chat in a random order at an interval you specify. Single-line jokes or multi-line jokes work equally well. You specify the interval between jokes and the pauses between each line of the same joke. Adding new jokes/quotes to the 'quotes' notecard is trivial, with clear instructions given in header of the notecard.
